Date: 06/29/2008 time: 0540 hours location: between 53 & 54 william clark court (goldsboro) sanford, fl 32771 manner of death: homicide motive: drug transaction/robbery on june 29th, 2008 sanford police officers were dispatched to william clark housing projects in reference to a traffic crash involving a blue colored saturn, with a hungry howie’s delivery sign on its roof. As officers were responding they encountered a blue saturn with heavy front end damage in the area of 9th street and french avenue. Contact was made with three occupants, two males and a female. The male driver, identified as benjamin lovingood, was found to be unresponsive behind the steering wheel. Lovingood sustained injury to his back from a single bullet. Several bullet holes were observed in the rear of the vehicle as well. Lovingood was pronounced deceased as a result of his injury. The witnesses in the vehicle described being in the william clark housing projects in an attempt to purchase narcotics. At that time three unknown black males opened fire on them while they were in the vehicle. The vehicle fled, crashing into a telephone pole, then continued to flee to the area where police encountered it. On november 16, 2007, the seminole county sheriff’s office responded to the area of 216 stefanik road in winter park in response to a report of gunfire. Upon arrival, they located keira banks, b/f 24 years old, unconscious in the doorway of her home. Banks died two days later from her injuries. Evans’ skeletal remains were discovered jan. 18, 1986, off pump house road near jones island road in the ormond beach area. His remains had been there for an undetermined amount of time. Forensic examination of the skeleton revealed violent trauma, and the death was determined to be a homicide. Although various leads and tips were pursued throughout the years, the victim was unable to be identified, and the case went cold as “john doe 1986.” between 2006 and 2011, dna was obtained from the skeletal remains and sent to several laboratories for comparison to dna in the fbi’s combined dna index system (codis), but there were no matches. In 2014, facial reconstruction models were generated through the florida institute of forensic anthropology and applied science at the university of south florida. In 2019, the major case unit received information regarding social media posts generated in a missing persons group. The posts advised that a woman’s son, howard evans, had been missing since 1984 and was last known to be in volusia county. Evans was about 29 years old at the time he went missing. It was determined that no formal missing person’s report was ever generated for evans. Due to evans being missing for 6 years, the family had him legally declared deceased in 1990. As the follow-up investigation continued, detectives obtained a dna sample from evans’ mother, who resided in south carolina.Agency

On april 25th, 1994, 15-year-old deland high school student laralee spear was reported missing by her mother when she did not arrive home after school. She was last seen getting off her school bus. Her bus driver confirmed laralee got off the bus at about 3:15pm that afternoon and was walking on deerfoot road, a rural dirt road, toward her home. About an hour later her mother reported her missing, the sheriff’s office helicopter located her lying on the ground next to an abandoned, burnt down house at the other end of deerfoot road. Laralee had been murdered and left not far from her home. Laralee was found lying on her right side, wearing a red t-shirt but with no clothes below the waist. Her shoes were still on. Her hands were bound in front of her with a small brown rope. She had gunshot wounds to the left side of her face, her head behind the left ear, the back of her neck, and her right hand. Four (4) shell casings were located around her body. North of her body were tire impressions in a figure 8 type pattern. Also located north of her was a bottle of skin lotion, a blue highlighter, and a pair of scissors. South of her body and the burned-out house were a red nylon backpack, eyeglasses, white female underwear, blue jean shorts.Agency

Family members advised that a firearm, owned by santiago was missing, and that he always carried it with him.
